I don't know if this is normal, but I bought a premium spectre pack and among other things I received the Salarian Infiltrator. Later a bought another premium spectre pack and one of the items in this second pack was again the Salarian Infiltrator. Seems like a bug to me?

This is not a bug.
You can currently get the same character over and over again, this is unfortunately an intended game mechanic.
The first time you unlock the character, next few times you unlock appearance options, then you just get additional XP.
However... you will continue to get character cards even when you have all apperance options and the character is level 20 (which means you in effect, get nothing).

Hmm, I see. That is not that well thought out imo (especially getting character cards when you already have it all and you are at level 20, that is just plain wrong). You buy a premium spectre pack and the rares/uncommons are appearance options, pretty silly if you ask me.
The whole random system can get frustrating, someone gets a Widow sniper with his first or second pack, someone else almost never gets weapons just all this other equipment and stuff, radically different game experience ultimately.
