When I travel in the world map on my elven mage character, the world map often close itself and reopen without the red exit button on the top right hand corner. I didn't go anywhere and when I try to travel again, it either repeats itself or says "You cannot travel at this time" Sometimes I break the cycle and was able to travel but random encounters are noticably less frequent. I've tried deleting my mage and recreate him (with the same name, if that means anything) but that didn't help, I also disabled the mods but that also didn't do anyting. The problem started to occur right after I acquired Shale but I suspect that it started before that. While I was working my way up the Tower of Ishal, the game was running abnormally slow and finally, a window appears saying something about the no helmet mod stopped working. I then restarted the game and that problem went away. It does not appear to affect my other characters.

Thank you for a *very* complete report! Three suggestions, off the top of my head:
1) Obviously the mods are suspect, first and foremost. If you had issues with the helmet mod, try removing it and see if you can replicate. Make a new save before you do, in case you need to "force load" a save with the helmet mod missing. After that, you can try removing the mods one-by-one. I'd save the ancient elven boot fix for last... it's by far the most harmless, in my limited experience at least....
2) If you had some general performance issues, you may want to check your video driver for an update. I believe Nvidia drivers are in the 295.xx range now.
3) In general, laptops are more prone to heating (I am assuming that the 560M is a mobile GPU). Monitor your system temps.
I suggest investigating those possibilities first. More radical options exist (Windows PageFile/memory leaks, reinstalling the game)... but, as a wise Ent once said, "Let us not be hasty".

First of all, I must say that I am surprised by how fast your response came. As for the problem, I followed your advice and disabled all the mods which seems to fix the problem. I then enabled a few mods I'm quite fond of (the fixes, upgradable sword and shield, no helmet, lock bashing) and things seems to be working just fine. I concluded that the mods that caused the problem are Two Spec Sten and a mod that I had failed to mention in my initial report (a mod that alter Bodahn's inventory). The test I used was traveling from Flemeth's Hut to Honnleath and then to Denerim and I've encountered a few common random encounters that I have not while the game was under the conditions described in the initial report (the Crater, narrow path with wolves). This prove my suspicion that the condition occurs when I'm suppose to get these random encounters correct.
All in all, things seems to be fine now but I'm still unsure if the condition is completely gone so I will keep an eye out for anything out of the ordinary. Regardless, thank you very much for such a swift and helpful response! I wasn't looking forward to reinstalling the game.
