If THAT game "deserves" GOTY then:
Tons of game breaking bugs
Mediocre character writing
A rinse-repeat plot (A prisoner...AGAIN?)
.....will win you GOTY.
Shiny graphics sure work better than space magic, eh?

As for waiting for the Extended Cut, I don't think that's appropriate. A GOTY award should be given to a game that's able to stand on it's own without DLC or extended endings.
EC qualiies more as a patch, a HUGE one, mind you, but still. If the Witcher gets away with it & still has its fans vote it up as GOTY, why not ME3? And SKYRIM....needed LOADS of ECs to be PLAYABLE. It's still a dull dud story wise.

When you're talking about a game being GOTY it needs to be at very high standards consistently and not take a nose dive at one of its most important moments.

Sorry Persephone but the only aspects of a game you allude to there are the typical traits of BW games - you skip out a whole lot of quality found in other types of games completely and go straight to graphics. TES's quality has never really been centred on the plot. Oblivion won GOTY and its plot, voice acting, script etc. were mediocre but it's everything else the games do that make them so damn good. And I get it if those aren't really the types of things you're personally interested in but the GOTY award takes into account all gaming qualities not just writing and plot.
It's true open-world gameplay, not just hub-world, and you literally can lose yourself in the games for tens of hours. Combine the quality and refinement they present for such ****ing enormous games and it's crazy to be honest. The sheer fact Skyrim took that formula and added a pretty good plot and script on top was just insane, I never expected it to be honest and was amazed because these games have never struck me as having room for that kind of quality to be added bar a development cycle of 20 years or something.

Gah, I sort of hope not.
I thought the PS2 incarnations of GTA were immense but I couldn't believe IV won it - felt like a step BACKWARDS from SA to be honest.
