Deserves? -No.
As I played the game it appeared to me that from the end of Cronos station the narrative rapidly devolved into a series of "ass pulls".
- Citadel moving halfway across the galaxy nearly instantly without explanation or foreshadowing.
- Citadel teleporter beam breaking ME1's plot and by extension the entire trilogy.
- Illusive Man reduced from a carefully built up antagonist to a cardboard villain that happens to be at the right place at the right moment at the very end of the game.
- Choose your color ending which implies the Citadel was constructed with two "buttons", a high voltage terminal and a tube, to turn off the Crucible.
With the above you create a massive roadblock to accept ME3 as a GOTY. I did not have that sensation at all with Deus Ex (made in 2000).
Perhaps their Extended Cut will remedy the above - but even I, as a desperately cling to the Indoctrination Theory to wash all the nastiness of the ending away, have my doubts about the EC fixed all the ills.
The XBox ME3 leak last year basically confirmed that the issues we have now with the ending were planned right from the start of ME3's development.
It is moot anyway because even though the first 99.5% of ME3 is excellent in terms of combat, cinematics, characterization and narrative the GOTY prize will by default go to any competing Blizzard title.

Sadly, no. Some parts are excellent, I think we can all agree on that. However Casey Hudson's judgement call that the game needed to come to a close quickly, in order to reach their pre-ordained scheduled date for release - just before year-end tax returns, not-incidentally, so that the profits accrued have the maximum time to sit in EA's coffers before any tax is due - AND that he himself, as project manager, should write the new postcard-sized ending to this epic series, is a disastrous decision, and no GOTY candidate can afford to carry a disastrous decision, it's simply too big a fault. It's an issue, ironically, of artistic integrity.

Mass effect series deserves GOTD(ecade) award. Even with 2.95/3 of its content and without a real end.
ME3 as it is - no way. Even ME3 with a fixed ending will have a tough time fighting for it, it is a good game but worse then ME2/1 and it will have competitors like Diablo 3.

If it weren't for the ending, and the terrible quest system, and atrocious voice acting of Jessica Chobot, I would have said yes. Gameplay wise, Yes it is GOTY quality. The ending just destroyed the game (and the series) though.
