The saddest was Anderson's death. He had fought for Earth, held on until reinforcements could arrive, led the counterattack on the ground, and followed me up to the Citadel only to be murdered by TIM as a demonstration of his power. A sad end to a great character. His last words were...incredible.
The second saddest scene, and it was a darned close second mind you, was Mordin's death.

Same here....didn't get it, never will, so my in-game saddest is still Mordin and Wrex's deaths but really....there is no mass effect, no Shepard, without Tali...my Shep would have jumped after her regardless, the end.

Last exchange between Tali and Legion.
End of Thessia
Too close to call between those two.

Tali's suicide and Thane's death.
Tali's death is something that I'm happy I didn't encounter. I made peace with both races then looked up what would happen if you chose to side against the Quarians. Seeing that was extremely depressing. Thane died honorably, but it was just as sad.

Legions sacrifice (when you choose to make peace with Quarians / Geth) especially the speech he says before he falls to the ground, ''Does this unit have a...'' and Mordin/Eve's deaths.
They are all 3 just exceptional powerful scenes that really brings the emotion up to the next level.

Seeing everyone crash on that planet and knowing that either Tali and Garrus will starve and die until eventually their own bacteria starts to rot their corpses or that the majority of my crew will starve and rot while Tali dies of infection and Garrus goes insane from loneliness to the point where he probably commit suicide.
Also knowing that EDI will be alone for billions of years.

The end for me still sadden's me, that nothing I did mattered. Particularly the effect of the saddest scene until the end.
Tali and Legion, when Tali begs you to not upload the Legion code and then Legion dies being the hero (I saw Sheppards reflection in the N7 and him saving his people), then Geth stop fighting and Tali's people get their home back, and the Geth help rebuild. It was all perfect until I realized the migrant fleet was at earth with the Geth and neither would get back home.

Mordin by far was the most bittersweet experience of the whole franchise, and he possibly had the one death that actually meant something positive as opposed to you haveing messed up along the way. Anyone who doesn't get moved as he sings "I am the model of..." as the explosions cook off around him, has no heart.
Legion was a sad-ish, but for some reason it didn't move me anywhere near as much.

Saddest scene was the bit with the Buzz Aldrin guy talking to his grandson. It was then I realised that Bioware had butchered mass effect.

Before seeing the ending I would have said Thane's death, but I have to pick the ending it felt like the death of Bioware.

Anderson's final moments get my vote for sure.
I actually started crying at that point. Not my proudest moment...

The current FemShep doesn't have Mordin so for her, the krogan sacrificing himself so that FemShep, Garrus and Javik could escape from the Rachni-mission.
#---------------------------------------#

It is needed for Shepard to move forward. But standing there, trying to give courage to someone so brave at a time like that, she cannot help but feel guild and sadness. Wreav cannot be given the cure to the genophage, somehow it has to be stopped. And, still, she stands here, letting this krogan give his life because it is needed. She was repulsed by the stories that Javik told inside the caves. How the Protheans used the Rachni as weapons so many years ago. But really, standing here now, is she any better. Did she really think she could end this war with her honor intact. Here is the answer. So she smiles, and tries to be brave, for which one of them, she really doesn't know.

Mordin my fav character from ME2 hands down was sad, but "not-Beattie!! voiceactor" didn't manage to do it good enough in my books so that ended up kinda not so sad as I'd hoped.

Very "sad" indeed...
Sad, but Mordin was sadder.
Suppose it depends upon which context we're using the word "sad".

Mordin's death - so so so sad.
Liara's gift - as you say goodbye to her, almost had me in tears. Same with Garrus'.
Anderson's death - as a culmination of all the goodbyes this actually had me in tears.

Mordin singing his little song.
Thane having you read a prayer, and only realize that it was intended for you after he has passed on.
Anderson's final farewell.
Legion sacrificing itself for the sake of his people.
