Probably anywhere. I suggest this general board. Or the story discussion if it has spoilers. (Of course, that's only if the devs read the forums as much as they say they do)
And if you're really desperate you could get a twitter and tweet it @masseffect and their magical automated response will "forward it to the higher-ups"
