I'm in ACT III building up my keep and just starting on Fire Giant mountain and I just got the glowing water witch should of been my last piece but when I talk to grobner he don't talk about it. 1. Did I fined the last part to late. 2. Should I go all the way back and start with the Tome is the Construct worth it. 3. About what number should I go back too 18.66 or something like 16.36 or what.

There are three parts - you only mention one, so I can't tell whether you've found them all or not.
You have to be in the Keep basement when you talk to Grobnar. Otherwise, you may have hit a bug.

I found the golem tome the rune and the glowing liquid but do they vanish when you give them to grobnar because I only see the liquid. I'm always in the basement when I talk to him but nothing. Should I go back and to what number.

Yes, when you tell Grobnar "I've got some parts to the construct" they do disappear. This is normal. It's supposed to make an entry in your global variables record so that when you give him the third part, he proceeds to activate it.
If you've already acquired all the parts and given them to the gnome, going back won't accomplish anything. Either (1) you didn't actually pick up the part, or (2) something went haywire. In case no. (1), you could go back, collect the part and continue, but I trust you when you say you've already picked up the parts, so we assume no. (2). In this case, edit your globals.xml like I described in that other thread and you should be good to go.

I went in to the game to try that but I'm not sure how you do it, I read what you told the other guy but I guess it's just a little over my head. Is it possible I found the last part too the construct to late in the game.

I don't know why you're making this harder than it is. Just edit the globals.xml file. It should take 5 seconds. You have to do it outside the game - that is, before you launch the game - maybe that's the problem.
As for "too late" - I don't think that's possible. As long as you have access to the Keep Basement, you should be able to do it; in fact, using a mod I've mentioned in another thread today (Universal Companions Database), I believe you should be able to do it right up until the very last quest.
