You have to exploit some glitch to get to 50.
I didn't so when I finished the game, I was level 26. I did almost all side quests except a few and explored (killed) almost every nook and cranny. I also played both Legacy and Mark of the Assassin DLC. I figure 27-28 is the normal possible max if you do everything and exploit every quest for most XP and equip items that give you bonus XP.

27 is the highest I've been able to get ever, but I have never used any +%exp items. You also might be able to rig it by specifically importing a quest-rich DAO save. The first time I played the game I finished at level 19... lol.keesio74 wrote...

I'm thinking though, that they probably made it 50 as extra padding for any future DLC/expansion (which we know they had planned at one point) to save themselves the trouble down the line.

Level 30 is reachable if you play through Legacy and Mark of the Assassin, and have as many quests unlocked as possible from importing an Origins save (keep Avernus alive and with the Wardens). I'm not sure if xp boosting items is required, and if so, you should get at least lv 29.
Also, when speaking to "A Friend", after completing one of those night-time quests with the bandits, make sure you don't turn them all in at once. You'll get 500 xp each time if you turn them in seperately (1500 total per act), 750 if you turn in two of them, or 1000 if you turn in three at once.
I also sided with Athenril in the beginning, took Friedrick's bribe, and fought both Meeran and Athenril later on.
