Kolyat - "The prayer was not for him, Commader...his wish was for you."
Liara - "It would be easy for a single ship to get lost up there, wouldn't it? To find some place very far away where you could spend the rest of your life...in peace. And happiness."

Also I nearly broke a tear when Legion asked "Does this unit have a soul?" Before he died. Really emotional game.

"His wish was for you."
"I must go to them. I'm... I'm sorry. It's the only way." *queue Vigil theme and manly tears*
"Before your friend picks you up, dusts you off, and tells you you're the best damn soldier he's ever met. We'll get through this. We always do."
"I want more time." The way Tali's voice breaks...

The whole scene was beautiful (she always gets the best love scenes), but that line hit me pretty hard. I almost wish that were a Renegade option... to say we should take off and let the galaxy fight its own battle for a change... or maybe try to convince her to hide someplace safe during the final battle.CrazyCatDude wrote...

The delivery of that line was pitch-perfect.[after watching the Lazarus Project vids and voicing concerns about whether you are still the real Shepard]
LIARA: I wish you'd told me, Shepard. I knew it was really you the first time I touched you again.
My thought process: "BioWare are laying the goodbyes on pretty thick. This is not going to end well."LIARA: This is it, isn't it?
SHEPARD: Yeah. This is it.
LIARA: I don't know what to say. All those little blue children will be disappointed I didn't have a speech.
SHEPARD: We'll make up a good story for them.
[Liara gives Shepard one final gift]
LIARA: Thank you... for everything. I love you.
... and Mordin's final lines, of course.
EDIT: I forgot a big one...
LIARA: I abandoned my people to hunt for the Catalyst!
SHEPARD: You'd never do that.
LIARA: [tears streaming down her face] THEY'RE DYING BY THE MILLIONS! I told those people on Thessia we would save them! How many asari died because I demanded their help?
SHEPARD: [Paragon Interrupt] None.
LIARA: Shepard, that isn't true.
SHEPARD: You've been warning your people for four years, Liara. There's not a damn thing you should feel guilty about. If we move fast enough, they'll have a chance to survive this... to start again. We lost Thessia, but we haven't lost the asari yet.

Very touching...
Also, the following is pure gold. In the following you can see a Shepard who desperately tries to find the best outcome for everyone involved.
In orbit around the homeworld of both the Quarians and the Geth, the Quarian fleet has initiated the attack on the Geth armada. The Quarians are hoping to be able to destroy the Geth and take back the homeworld for themselves. Having just achieved a critical victory, the Quarian fleet has the upper hand and they are about to exterminate the Geth armada. But on the surface of the homeworld, an opportunity arises that can tip the scales in favor of the Geth...
Legion: "Shepard-Commander, the Geth only acted in defense after the creators attacked. Do we deserve death?"
Shepard: "What are you suggesting?"
Legion: "Our upgrades. With the Old Machine dead, we could upload them to all Geth without sacrificing their independence."
Tali: "You want to upload the Reaper code? That would make the Geth as smart as when the Reaper was controlling them!"
Legion: "Yes, but with free will. Each Geth unit would be a true intelligence. We would be alive, and we could help you."
Tali: "Our fleet is already attacking! Uploading the code would destroy us! Shepard, you can't choose the Geth over my people!"
Legion: "Do you remember the question that caused the creators to attack us, Tali'Zorah?"
Legion: "Does this unit have a soul?"
Shepard now has a decision to make. Will he allow Legion to upload the code, tipping the scales in favor of the Geth, allowing them to beat back and potentially kill off the Quarian race. Or will Shepard refrain from giving the code to the Geth, leaving the Geth vulnerable, allowing the Quarians to wipe out the Geth.
Decisions, decisions... But Shepard finally makes up his mind, he chooses what he thinks will benefit both races.
Shepard: "Upload the code to the Geth. Tali, call off the fleet if you can."
Legion summons a hologram and begins uploading the code into the Geth matrix.
Legion: "Uploading. Ten percent."
Tali is horrified by Shepard's decision, he chose the Geth over her. And now the Geth are about to destroy the Quarian fleet, the Geth are about to kill everyone she knows and loves. But there's no time to argue, the situation can still be turned around. So Tali immediately begins transmitting to the Quarian fleet.
Tali: "This is Admiral Tali'Zorah. All units, break off your attack!"
But she's being outranked...
Admiral Gerrel: "Belay that order! Continue the attack!"
Legion: "Twenty percent."
The Quarian fleet is performing a full out attack on the Geth armada and Tali is unable to make them back down. Now, the situation looks truly grim for Tali and all Quarians, as the Quarian fleet is unknowingly on a head on collision with an indestructible wall that is the Geth armada. Tali's race is on their way to certain doom. She sees just one possibility to safe her race, she pleads to Legion, who is holding all the cards...
Tali: "I beg you, do not do this. Please."
But Legion simply responds coldly...
Legion: "We regret the deaths of the creators, but we see no alternative. Forty percent."
Having listened to Tali's plea, Shepard only now fully comprehends the scope of his decision: The Quarian race is about to go extinct. Surely, there has to be an alternative, anything is better than the annihilation of an entire race, Shepard is thinking to himself. Maybe if, together with Legion, he could discuss the matter...
Shepard: "I'm sorry, Legion. I can't let the quarians die."
But in a blink of an eye, Legion wrestles Shepard to the ground, and lifts him by his throat, off his feet.
Legion: "No, we will not allow you to decide our fate. Uploading the code."
Legion, who's holding Shepard by his throat, now faces his back towards Tali. Without hesitating, Tali uses her omni-tool to project a small blade, and with a single, quick thrust, she stabs Legion in the back, causing fluids to spill out the hole in the back of his mechanical body.
Rapidly losing fluid and having critical systems damaged, Legion's body starts shutting down slowly. He loses grip and releases Shepard, who falls to the ground, and then Legion himself slowly falls onto his knees.
Tali: "I'm sorry, legion."
Using all the power he can muster, Legion raises his head at Tali and asks her...
Legion: "Tali'Zora... does this... unit... have..."
Tali: "Yes... Yes, it does."

Mordin - "Because I was wrong." Or if you let him die, his song.
Joker - The confrontation with Shepard was cool, but I wish it was better resolved. It was just missing the gut wrench moment, but wasn't quite there.
Koliate - "the wish was for you"
There was a background story of a kid waiting for her parents that hit me hard.

What, are you trying to claim they abandoned him when the Normandy was destroyed? As in, they were suppposed to realize from inside the lifepods that Shepard wasn't on any of them? I suppose they were going to bust open the escape pod and float around in space looking for your decompressing body? After all, humans can survive about 90 seconds in vaccuum before its too late. I'm sure they could totally have found and rescued him in that time.

The first time you play a game is the truly magical one. It's when you experience everything for the first time, and everything has the highest emotional impact.
I'd say the top 3 that got me was:
1) Thane death scene
2) Genophage cure/ Mordin death
3) Rannoch liberation/Quarian & Geth peace
