Think about it, he joins the party in Act 2, almost right after Hawke loses either Bethany or Carver.  Then at the end of the game, he leaves (or you kill Anders) then minutes later, Bethany/Carver comes back to join the party depending on your choices.

I think you might be right there, you don't get to interact with him much either. Though I'm actually beginning to wonder if DA2 was just a filler/interlude/story set up for DA3.

I think him being a "replacement" in terms of number of companions does not automatically make him "filler," with the connotation of that being low quality padding material.

Eh...if Seb really were a fill-in, shouldn't he take on either a mage or a warrior role depending on the missing sibling?

He is a dlc character, and was removed from the game due to time constraints. If he feels like filler, it's because he's an optional character, and the story moves on, mostly the same, with him or not.

I'm not sure if it's the case, but Sebastian wasn't needed for filler as Varric is already the "archer rogue" member of the party, and he doesn't replace either sibling as he can neither tank or play healer. Without him, you still have 6 companions, 2 from each class.  With Sebastian, he does overlap Varric, and 2 archer rogues feels a bit redundant, similar to all of the warrior companions from Origins.

I do not think of him as filler. But as stated above by @arthur cousland he is an optional PC. If to much of the story would depend on him for completion you were forced to buy the dlc.

Same thing you can say about Fenris and Isabela. You can play the game without them also if you do not take them as your companion.

The three companions above add extra background story and personal quests to the story.
It all depends on what you see as filler in that aspect.

I suppose Fenris and Isabela are similar. Perhaps that's why I usually have Aveline, Varric and Anders in my party, as they seem to be the most involved with the story.

And how come everytime Superman shows up, Clark Kent disappears!?

In that aspect BW did a clever job in the classes of the game. Normally you need a tank, a rogue and a mage and one more of your choise. Even without the three above you can still have a balanced party.

I liked the playthrough with the Sebastian dlc better though. The background of the chantry was much more and deeper with it. You can have more conversation in the chantry and learn more about the reverend mother.

Sebastian's story felt very unfinished, and that made me sad. Even if it's just in passing, I hope there's some mention of him in DA3.

That being said, I don't consider him filler, just a typical DLC character. It's because I enjoy Bioware's characters that it pains me to see how much unfulfilled potential there is in characters like Sebastian. I'd really rather they not put teammates in DLC, and just focus on making DLC with more quest content and new items.

I once considered replacing Varric with Sebastian once, but I liked Varric too much, and Sebastian's anti-mage comments get annoying, as he seems to believe that all or most mages are maleficar.  When I was playing as a mage Hawke, I wanted to punch Sebastian everytime he mentioned "This ridiculous mage rebellion".  Too bad he wasn't in the Chantry with Elthina when it went boom.

Sebastian had some pretty cool moves though Posted Image. I varied the teams depending on the quest I was in. But I agree Varric is very likable.

The lines Sebastian says are to steriotype. There hasn't been taking much considoration to what class your PC is especially if you romanced him.
But I do hope we get to see more of him or at least about the situation in his hometown, wether he becomes prince or his cousin does and what the concequences are for Thedas. There's a lot more story to finish/tell here Posted Image.

class wouldn't matter, a fill-in is still a fill-in.  In my playthrough, Bethany became a Grey Warden and Sebastian joined me in Act 2.  When I began the Last Straw, I spared Anders so he left.  Bethany showed up minutes later, taking back her place in my party.  I wouldn't think he would be a filler if he joined the party in Act 1.
