So this is my 3rd play-through with this Shep, ***INSANITY*** (Soldier, import ME1 > ME2 > ME2 > ME3 > ME3 > this playthrough)
*ME1 > ME2 reset to default *ME2/ME3 > ME3 reset to default

First 2 play-throughs i had a final conversation with vega,.... and this time he's gone, no one there in that spot.
He does however return for the end speech.

Haven't had this problem in any other playthrough so far.
*and yes i know exactly where he's ment to be, infront of the 4 soldiers *they still salute when you go near them
