my n7 multiplayer rating is stuck on 180 no matter how many gold challenges

The N7 rating is directly correlated to your levels. Not challenges completed. If you have all 6 characters maxed at 20, then you will have 120 points. 2 promotions would give another 10 each, plus re-leveling them to 20 would put you at 180. And there you will stay until you promote again.

Promotions, and levels gained. It is a measure of Experience, or time spent playing. If you see somebody with 40-50, you can be pretty sure they they have finished/know one class at least. Less than 20, they might not know their own class, 120 or more, they should know what they are doing.
It is not a measure of skill/accuracy, or how team oriented the player is.
Don't discount time spent in Multiplayer. N7 rating does tell you a bit about the player, it is important to know what it does tell you though.

Before you judge a lower ranked N7 person, check their class and weapons. It probably isn't as common any more, but a few weeks ago you could see Salarian Infiltrators running around with Black Widows/Widow 3's, etc and they would have a N7 of around 80. If somebody finds a class they want, they can just start doing silver/gold runs and get amazingly good weapons. Not terribly uncommon for people with lower N7 scores to have better weapon/class combinations and average a significantly higher score as people with more than 3X their N7 rating.

well... I have mpt promoted any class more then the 2 requested in the community challange (never got the commodation pack - but this is a diffrent issue) and do not see any reason why to promote more, so although i am cutting through gold chalages i am doomed for a rating of 180 and if someone is keep playing bronze challanges with his newly reset leve 1 characters he have a n7 rating of 972 ? no one see the fault in this ?

That is your choice, to be "stuck" at 180.
Why do you play Multiplayer?
Some people play to get additional War assets, such as the extra 75 you get for every promotion.
Others play to explore other classes, and when you promote, you get to re-distribute all those points again.
Others play to get the highest number on the Leaderboard.
Others just want Credits and EXP.
Some play it just for itself.
There are many who I've seen that have either 120, or 180 N7.
Really it's only value is under 20. If they have 40, there is a good chance they can do Gold.
As Imxar pointed out, there are other things to look at for sure.
I only see that number as a metric ti give some info on the player. Looking at their character level and weapon layout tells some more.
What would really be best, are some customizable fields. There was another thread that showed the different kinds of players you will run across in Multiplayer.
I myself, tend to be an Altruistic, Lone Wolf, Medic, with a dash of WTF, depending on my current build I'm experimenting with.
Another metric that could be very handy is player's aim/accuracy. I'm not sure how that could be displayed, and in some builds it doesn't matter, just highlight the enemy and use your powers, if it's a sniper, who misses a lot... Then maybe they need to be the Asari Stasis with a Widow.
Another tool that would be incredibly handy is some networking metrics. It would be very good to know if your connection to the host is poor before the bad lag things happen.
But too many stats present can turn the Co-op into even more competitiveness, which breaks the spirit of Multiplayer.
