I'm level 9 dual wield rogue and i want first to
become an assassin before duelist.
I've spoke with zevran several times and if i remember right
he always tell me that he did'nt decide yet about teaching me the assassin.

Other option:I think I have bought assassin spec book in the shop on my first playtrough. I'm sure Zevran didn't teach me that and I had spec unlocked when I started second character. I don't remember which shop it was though. One in Denerim in later part of the game I suppose.

I think after collecting all troops. So just before Landsmeet. Much later then. The thing you can do for now is to go to Brecilian Forest next and get Dalish gloves and boots gifts. Giving these items to Zevran will heavily boost his approval. Then few good conversations, maybe silver or gold bar gift and you should get what you want.
Edit: I gave it some thought and I'm pretty sure that spec book showed up in Wonders of Thedeas shop after Zevran betrayed me and died during the encounter. Or it might have been alienage like someone stated below.
