And It was being set up in the Alliance News Network with the article about ships coming through the arcturus relay. But then its subverted when its refugee ships that are coming through.
Besides war with the Batarians is kind of pointless since the Reapers have annihilated their empire.

2. Why cant people read? The batarians werent suppose to be annihilated! The reapers were gonna come from a different part of the galaxy and because they were preparing for the war with the humans so much it helped them repel the reapers.

That wouldn't make any sense. It's not mentioned anywhere in the game if the Batarians had any power left after the "Arrival" incident. Their entire race was decimated. They were reduced to a small fleet.

I have a stack of GI around here somewhere, any clue of what game was on the cover and/or what section of the magazine? Was it a long article, was it a little box, was it something else all together. First place I went was the one with the ME3 cover, but it definitely wasn't that one.
Though that one DOES mention something like, "Shepard will still occassionally be fighting a merc group here and there." Which was obviously not true.

Why would Arrival have decimated the batarian race? They only lost one out of the way system and roughly 300,000 people. Although humans were more powerful than the batarians, it's implied that they definitely weren't pushovers by any stretch of the imagination. I don't know if the batarian population is ever stated in game, but I'd expect it to be in the billions, just like it is for humans. AFAIK their fleet wasn't concentrated around Aratoht. I can't imagine that losing that system would be a severe blow to the batarians whatsoever.
