It is even explained in game that it is how Asari say farewell to each other. If Liara is friend-zoned, there is nothing sexual about it. In fact even with an active romance it isn't even sexual. Romantic perhaps, but not sexual.
I never really felt comfortable trying to romance Liara since, by asari standards, she's not very old and well, doubtful she'd be um...legal.

*that* young. Asari reach adulthood in their forties. Liara is 106 in Mass Effect 1.
