 I found it's difficult to invite a friend, since if I host a public match, all the plots are public and, of course,people continue to come in. So I have to explain to them that I have a friend coming and can anyone voluntarily leave. Can't BW just add a private plot option in public match?

Start it as private and invite your friends, then go to mission settings and convert it to public afterwards. That will resolve your problem.

When you host a game, during the set-up before you enter the lobby you can set it from Public to Private. It's the very top option.

Also, I normally back out, set up new game with private set, then once everyone is in, switch it back to public.

Yeah, you can change it. Sometimes, though, it takes RIDICULOUS amounts of time (several minutes) to get one player to jump in. Other times, they load immediately after you back out of mission settings.

So inconsistent.
