1 & 2 is obvious. Liara got the best and most rewarding romance story arc, period. Garrus romance relies more on the "best buddy moments" - but those also work as "lover moments" if he's Shepard's romance.
5 - Cortez & Traynor's romances are well done, nothing too special but they work. Only issue: lack of foreplay scene for Cortez. I think both homosexual romances are done in a good way.
6/7 - Kaidan, Ashley, Tali. I would say Tali's romance lacks only length - since Tali joins the crew rather late in the game, she's here. If she were part of the crew since the beginning, her romance arc could have been Garrus level.
Kaidan's romance is slightly better than Ashley's, mostly thanks to additional scenes in the second half of the game. Both VS romances are crafted in a very beautiful way in the first half but lack substance in the second half of the game. Especially Ashley gets sidelined in the second half: she contributes nothing to the story, doesn't interact at all with the rest of the crew and has fewer lines to respond Shepard.
14 - Allers simply feels like a fling. Her romance is incomplete and doesn't feel rewarding. 'nuff said.
15 - Thane's romance is the "best" of the four sidelined ME2!romances imo - and only 'cause it got a worthy closure. The prayer for Shepard was really heartwarming, although it's also done by a non-romanced Thane. He died as a hero.
16 - Miranda/Jack's romance are here since they simply lack a real closure. Although you have more scenes with Miranda than with anyone else of the sidelined ME2!romances, her romance doesn't feel complete. Same for Jack's romance.
17 - Jacob simply got the worst treatment. 'nuff said.

I picked Liara for my first playthrough. Conceptually, it should be the strongest because of all the back story on the events between ME and ME2 (i.e., collecting Shepard's body). Others wrote Shepard off (can't fault him, he got spaced). The fact that she went to such lengths to find his body was touching and showed more devotion to Shepard than from any other character in the trilogy. The scenes in LOTSB really kicked this into gear for me.
However, there was something a little...hollow...in how it all went down in ME3. I didn't really feel the chemistry like I did in LOTSB. It fell a little flat.
I hesitate to go the Miranda or Jack route since they are not squad members (limited interaction being a concern). I'm going to go with Tali on my 2nd playthrough, seeing as how she's been Shepard's squadmate for all three games (...to bad about the photoshop job...). I dunno.

A lot of people will say Liara, because of how much screen time she has. While I agree, the romance segments are quite good, there is a lot of time between interactions, especially if you make sure to check in with everyone on the Normandy after each mission. She also use the word "friend" more than I'd like.
The VS is also good, the Mars and hospital segments are brilliant. However, after the Citadel date they kinda die down. This works fine for Kaidan, but its completely out of character for Ash.
Garrus is good, lots small interaction throughout, but also suffers from some pacing issues.
Haven't completed Tali yet, but because you get her so late, pacing doesn't seem to be an issue, and for the most part, people seem to be happy with it (regardless of what you think of the photo). The only issue is that you don't really don't get that much time with her.
Haven't done the rest, so I will withold judgment, but there does seem to be a lot of complaining about them.
So, my conclusion: Its between Liara, Kaidan, Garrus and Tali, and it really depends on what you prefer, and what you are willing to sacrafice.
Personal opinion: Can't pick Liara because of poor pacing, so Tali for mShep, Kaidan for femShep. I love Garrus, but the Kaidan romance has a more natural progression IMO.

Liaras has the most focus, but she also has the most focus regardless of a romance. Of the romances I tried, Liara was great but I prefered Talis sweet talk. Ash was just a non-romance until the end.

ME1
In ME1, they are all virtually the same as they all get just about the same sex scene, but with Kaiden FemShep takes Liara or Ashley's position while Kaiden takes ManShep's. Liara has a slightly longer scene than any ot the others. Character qualities aside she's got the best romance scene if only by a little. The characterizations of the romances and their progressions is up for debate, but Ashley strikes me as the needy one despite people thinking it's Liara. girls who read that much poetry and quote it all the time are fairly high maintenence. I've experienced this in real life first hand. And in fact, ME2 and ME3 proved to me that I was right.
ME2
In Mass Effect 2, all your ME1 romances basically get shelved excluding Liara and only if you have the Lair of the Shadow Broker DLC. The romance has to be a continuation and not new at this point. She'll confront you of course if you have an ME2 romance. If it weren't for the weak (or non-existent) sex scene I'd still call hers the strongest romance. It certainly has the most and the best dialog out of the bunch. Assuming you actually like Liara.
But aside from that I have to hand it to Miranda here. Tali is like an awkward teenager you used to babysit with a crush. It's not attractive to me. Miranda's nice because you can see the effect that the romance has on her personality. It changes her demeanor quite a bit. It seems the most adult and well thought out. I'd also argue her sex scene is the best by far. Tali is interesting past the initial stage and the conversation with Mordin plays into it some. I think the actual scene with her is fairly moving though not graphic. I still always felt it was somewhat out of place. I never could envision any of my Shepard's going for her. Again she's more like a little sister in my eyes.
For FemSheps, things are a little different. Liara is the same of course, but Miranda isn't an option. Garrus is awkward and inexperienced and somewhat mimics Liara in ME1 in that regard. There isn't really anything graphic about the scene for better or for worse. There is the Thane romance which I've seen and like the relationship with Jack, he strikes me as being too emo. I know people don't really acuse him of that, but when he punches the table and is all crying, that's what I thought of. Jacob seems to lack personality and depth as always. I don't recall what there is as far as the scene goes. I know his shirt comes off but that's about all I can recall. I saw this on Youtube awhile back and that's it.
Nothing to say about Morinth. Jack is too emo and I can't stand it. Not much to say about Kelly either as you don't romance her exactly. You sort of do but all she does is dance for you and get flirty. I actually liked the firlting that came from Shiala and Gianni Parasini better. I am not a Kelly hater, but she's very shallow, despite believing she's deep and of course she's very weak willed. Shiala and Gianni seem more genuine and have obvious feelings for ManShep. It's almost unfortunate you can't reciprocate this in some way.
ME3
In ME3, things are a bit muddier. I haven't seen all the romances all the way through but for ManShep I think Liara and Ashley are good choices. Ashley is a pain in the ass of course, but there is some payoff at least. Again the Tali thing seems odd to me, but it's well done in the context of the third game. ME2 romances aside from Tali are pretty much all crap. Bad scenes, no scenes, little dialog, bad timing within the game's structure, etc. All of it is bad. I can't speak to the Kaiden or Steve Cortez romances as I have no interest in seeing those. They are obvious and avoidable, and from what I hear they both have merrits as romances. The people who've gone for them don't seem to be upset or ****ing about them too much so I'm going to assume they are well done.
As for Allers, I wouldn't call that a romance. She's some loose **** you can get with if you are so inclined. I've seen the Samantha Traynor romance and that one I thought was fairly well done. She has a good scene with FemShep at least.
But overall, for the scene, and overall content I have to give Liara marks as the best relationship arc. Not just in ME1 but in the entire series. The only bad part about this is I think hers is so much more well done than the others it's obvious she's the writer's favorite. I would no way advocate the writers taking anything away from this or in subsequent games, but rather they need to bring the efforts with some of the other romances up to her level.

Traynor's a breath of fresh air since she's not a combatant and adjusting to being on the "tip of the spear" She's funny, incredibly intelligent, adorable, does her job well in finding missions for you and She's a chess player! Also her line after you admit being afraid is just to die for.

Ashley is great but she is almost a non-character in the second half of the game, so it was a little disheartening.
Miranda was nice, but could have used a little more.

Spoken like someone who has never romanced Thane.
Let me tell you, there was no closure. BW decided Thane dooesn't even count as a real romance so how can you seriously say he got the "best treatment of ME2 romances'? My mind boggles.
The only love interest worse off than Thane is Jacob and not by much.
As for best, I'd say it's probably Liara.
