I usually end up waiting till near the end of the game and going to the bar after Kaidan's dinner. Which, I'm always locked in at that point because Kaidan's dinner if you reject him is a bit....I feel like such an ass hole for rejecting him.

Steve would make a humorous poke if you told him you preferred women and he's cool with that.
If you haven't done so, try Anders in Dragon Age 2 and Zevran in DA: Origins. If you tell them you like women, it's either an approval drop or a generous boost in rivalry points. I don't know if the same is true for Fenris (Dragon Age 2....anybody care to chime in?).

However, I've fully engaged his character just as much as any other that last few playthroughs and really there's no reason not to. The ship watching conversation is actually a pretty touching and deep convo. And I just lock in Ashley before I go meet him in the club, that way I don't have to do the "i'll be looking at the ladies" line that, while hilarious (for the wrong reasons), is even a bit homophobic for me...

yeah if you have him locked in and ask him why you're not eyecandy Steve mentions him.
As for Fenris...you have to hit on him first. So yeah if you hit on him first then backpeddal of course you get rivalry.

Yes he is. He's one of my favorite characters. I also had no problem saying I'd watch the dancers. He's got one of the best friendship paths in the game. And he's funny with James talking about the mako. Reminded me of some of the conversations on the board.
