Padding = unused rows. Usually filled with **** - anything with that will show up in game as an empty string.
Avoid quotes - they do work, but only if you need to use them which is almost never, use a strref instead generally.
**** means read the default row, which is the blank row on the second line of the file, which is always blank - i have never seen anyone use this feature and likely if you try it will be pretty buggy.
Row number = line number in the file + 3 ( the number at the far left may or may not match this, it should but often is off by one, the game completely ignores what you enter here, but if it's wrong it will make you confused ) ( first line is the header, second is defaults, third is the header )
Read the provided descriptions you find next to the files. ( text files are in the data zips that come with the game )

And of course compare with how things are done for other things in game.
Remember these were made for the programmers, not designed to hand hold community members, so there are entire columns which were never implemented, or are remnants from NWN1, or were even planned features which they never had a chance to finish - some of these we have been able to resume since they left what they did intact.
Mostly it is something you have to learn via trial and error - note that the appearance.2da was not even added to nwn2wiki until about a year ago when i added it myself, and i still am not sure what all the columns do.
Also note that just about all the info you find for NWN1 will help you in NWN2, however not everything in NWN1 is in NWN2, so you can't assume anything.
Also look at the races of faerun project to see a lot of the races implemented.
