.....I was wondering if the toolset let you create only DLC or if you could create whatever you wanted, like new skins and animations (providing you have the hardware for it)

What is DLC? “Downloadable content”, right? It can contain
new 3D models, animations, textures, etc. ToolSet allows only to manipulate (to
some extent) game asserts. New textures, animations, 3D models can be only
created with corresponding special software: e.g. PhotoShop for 2D and 3ds Max
for 3D, animations, particle effects.
