They tried to listen to fan feedback, which had fans pretty split in wanting to see it or not. For me that picture is about as revealing as a picture of a space hamster. It lasts for 4 seconds, and it has a different texture than any of the other pictures of character models, making it easier to flat out ignore the "reveal" as nothing more than a drawing or artistic rendering Shepard picked up.

Even if they had opted to not show it, that would undoubtly caused some fury as well. As would having it revealed in game, with some sort of 3D model that most people would probably hate. They were never going to get this one right.
I agree that there was no way for fans to be totally happy about what they did here. However, they DID make a half arsed effort, and it WAS ALWAYS GOING TO BE NOTICED.
The traded offending some of the fanbase for offending as much of it as possible.
Tell you one thing, ME3 was unforgettable, since it's going to be a prime example of sequelitis on a grand scale. Yes, the gameplay was much improved, but there are better games out there based wholly on gameplay and the core strength of the series was always the storytelling skill of it's large team of writers, the relevance of choice, it's teams attention to detail/quality control and expansiveness of the setting.

It doesn't look right because they didn't even pretend to base the picture they used (a public domain photo of a real person they photoshopped half-assedly) on tali's placeholder face.
I can understand not strictly adhering to the placeholder face, it was restricting, but the way they handled it was just awful.

It's so bad that (for me anyways) it doesn't even compute, when I see the picture, I see a human with a 5 min phtoshop deal (even has a nice lens flare) it doesn't register in my brain as a representation of Tali, but the act of adding it like this is infuriatingly cheap.

It's revealing the face of an entire species that has been masked for three games now.
I kinda expect a little more effort put into it. Especially if you are going to model another character after a videogame journalist, or model another character stark naked.
But maybe I just have low tolerance for laziness.

God Bioware ahs created a monstrosity of a fanbase. You people are all way too negative and needy. People would have been upset no matter what these guys did. Sure, the stock photo was not the best thing I had hoped for. I wanted to see her face in-game, but the world is not over.
