I
think what they're really trying to say is "we thought putting a
deformed version of Chobot's face into the game was more
important".
To be fair, pragmatically it doesn't make
sense to spend a lot of resources, money and work on a 3D face that was
supposed to only be shown for 4 seconds in a "picture frame". It's a
tad... I dunno.. excessive?
Then they should have
done the obvious and NOT reveal her at all. The main reason I romanced
Tali was because she had something mysterious about her that made me
"fall" for her. Personally I would have preferred it to stay that way.
Nothing wrong with the pic, besides the failed photoshop on it, but
that's not how I pictured her. In this case it would have been art if
they kept her mask so the player can picture her in his/her mind.
They tried to listen to fan feedback, which had fans pretty split in wanting to see it or not. For me that picture is about as revealing as a picture of a space hamster. It lasts for 4 seconds, and it has a different texture than any of the other pictures of character models, making it easier to flat out ignore the "reveal" as nothing more than a drawing or artistic rendering Shepard picked up.
If you don't like it, then don't accept it. It's really that simple, at least I can't really see why it wouldn't be that simple.

But... they spent the even more money and work on modelling characters such as Chobot's, which I took one look at and denied entry to my Normandy.
A character who had a continued pressence in the game, including a handful of short dialogues. She had to be 3D modeled, it was part of the reason for the character. Wheter or not they could have skipped her all together and just used Emily Wong or that other woman who I would never in a million years let aboard my ship, is another story.
Even if they had done that though, Tali's limited facial exposure wouldn't have justified a 3D model.
