I'd say face that matches her voice would be the face of her voice actress. Only modified to look quarian. They did this with Miranda in-game model and tried to do it with Allers. No reason not to with Tali's model.

That is an excellent point and further illustrates how horrendous this was. My assumption is they completely forgot, someone brought it up and voila, poorly done photoshop was created. Frankly, whoever did this should be fired for thinking it looked good. People will minimal photoshop experience could produce that.
