now then if Blasto made an appearence...
having played that game and a few mods...
would recomend that Geth be specific to having control of Ranoch.
would also limit the building of New Reapers to one "location" and a build time longer then the Death star.
basically any hub world that the Reapers get they can get new basic ground troops at a cost of 1 cred and get a group of ten at once. and they can only get new units on populated controled planets.
Oh and include the m4 hammer head. stick to established fact now, no upgrading it's armour.
bonus points for making the Mako.
Salarians get cloaking ships all of them.
Shepard gets the only Cain in game. as a bonus power... fire rate as much as the orbital strike power.
not having control of earth speeds up cooldown by 12-15%
he would also get renegade interupt and and paragon interupt. (ground only)
renegade instant cooldown / reset of all offensive powers/abilities and refills all his health, damage and armour increase of 50% for 10 sec.
Paragon instant heal of all nearby friendlies, enemies loose 20% damage protection within ten meters, all enemies have a 75% chance to turn on their own troops for up to 1 min. boss types pull the Saren and shoot themselves for an instant kill.
Elcor should have the fire power of the Canderous assault tank.
passives
Joker Hero/EDI all ships get 10%damage reduction
10% speed increase for all ships
oh gets the Normandy
EDI ground: all troops get an 15% accuracy increase and 10% damage boost. special power give all units 75% instant shield heal within ten meters.
Garrus space: due to calibrations Thanix cannons do 500% more damage for 20 sec
Garrus ground: Power: kills three enemies with one bullet.
all units get armour piercing, and damage increased for 8 sec for every kill that Garrus gets.
Why they have to try to beat his "score" ( not going to happen though, best to let them try though).
Council: passives:
30% increase in production cost of all ships at 450% reduced time at their location. "hear the quote "Aye yes Reapers we've dismissed those claims"
The Destiny Ascension. for space combat.
Stable Economy 500% increse of income when at the Citadel.
Spectres available for training at Citadel when there.
Hacket
30% increase for all ships effectiveness. Fire on my mark.
40% decrease in ship production time.
Shadow Broker
all resources from that planet/at that location increased by 200%
All production cost and time cut by 30% at that location.
intel about the next systems displayed/visible...
all ship movement visible galaxy map view
20% increase in health for all troops and ships.
like Yoda's see whole map power except all ways on. (ground only)
Grunt nigh almost unkillable
Wrex and Eve when on Tuchunka
1000% increase for all Krogan Birth rate...
100% increase in damage, health and aggresiveness.
Control of Tuchanka
Gain ablility to train Krogan.
Gain the ability to train weapons of mass destruction. it's a suicide flying unit no weapons on it, can move it around, fast, lightly armoured, massive area effect, have to trigger explosion.(warning will lose this unit)
oh don't have to take the suggestions for literally what they should be just they are ideas....

If possible, focus more on the space part as that will be the first thing that will be made.

Some suggestions though.
Ideas for Citadel forces...
Hero Units:

-Udina or Citadel council as a whole. (They could work like Mon Mothma, reducing production costs)
Unique units to certain worlds. Citadel can produce Spectres, Sur'Kresh STG, Thessia Asari Commandos so on and so forth. You could also use capturing a world allow you to produce certain Hero units. Once you get Sur'Kresh, you can "build" one Captain Kirahee. Could work that way for many characters. I've seen this done in Phoenix Rising mod.
I've seen it in a few FoC mods, maybe put a limit on how many Dreadnoughts can be built. May or may not be a good idea.
All I can think of at the moment since I'm damned near about to pass out. But I'm glad my eyes caught this. Will be checking in regularly.

Funny, I just re-installed Empire at War and Forces of Corruption over the weekend after having an urge to play the Clone Wars mod. Huge undertaking, I'll follow this and support it as much as I can. Unfortunately I have no experience in 3D modeling.
Some suggestions though.
Ideas for Citadel forces...

class, Destroyer class. Besides that the Reapers will have Geth
dropship, Geth command ship and the Collector ship.[*]The Council Species will include the Alliance Dreadnought, Turian
Frigate, Turian fighters (Bomber class?), Alliance Fighters, Normandy
SR1 & SR2.[/list]Everything will be made by ourselfs, no importing.

2 ME mods for 1 game seems to be to much.
I thought about it for like 20min, if you people would agree would you like to see me move to Homeworld 2? It still allows deep animations (For the Reaper arms) and the graphics still look really good.
But it depends also on the fans
