When we use Phaeston X ... its damage at the best  >> negligible

But (Maruader Shields)s ... will tear through shields and health ...

what kind of gameplay design is that?

Same thing going on with the Nemesis Raptor.
I'm shooting some random cerberus guy with a Raptor X it does little damage per shot.
Then comes along a Nemesis and pops my shields with one shot.

I want to know how cerberus troopers are able to make the hornet work so well for them or why hunters never bother to charge/reload their GPS

Well to be fair this is one of those "its just a video game, look the other way" kind of moments. Any other game where you can use the same weapons as your enemy, the enemy magically hits harder with it on higher difficulties. Or then theres active reloading in gears of war which makes your bullets magically better.

Space magic maybe but this kind of mechanic is in nearly all games past and present?

CoD/BF3 - get shot? just wait it off, once the screen no longer looks red = good to go one shotting baddies.

Final fantasy = most things will die after being cut in half ONCE by a sword

If weapon damage was equal it'd be so boring, either you go out and shoot an enemy, hoping you don't get one shotted first by a cannibal, or you both stand there piddling on each other for 20 minutes.

The only game I can think of recently where this mechanic was slighlty different was something like Batman AI/AC where he could only take a few (10) punches/kicks before going down, or even one or two bullets, despite wearing armour. At the same time he couldn't one shot enemies without special combos (pushing it now I know)

The Phaeston is actually pretty decent after the recent balance changes.

It seems pretty clear to me that players have less overall health and shields than critters do. I mean basically there's a huge difference between players and enemies in terms of how stuff works. Their stuff takes forever to recharge, but is generally harder to punch through. We just get weaker stuff that recharges/heals much more quickly.

I mean I never see enemies use Stasis or Singularity on us either, they mostly just either melee or shoot you.

Really it's just a gameplay thing.  Players being light on overall health but quickly recharging makes it exciting in a fight and easy to recover to make a comeback, while health on enemies make it a challenge to kill them without letting them constantly regenerate like players, which can make some of your attacks pointless if you don't finish the job.  And no one likes to feel powerless, so they don't get the crowd control.

Besides, it's isn't possible to cut something in half more than once. :D

I wouldn't expect the AI to be able to compete if their weapons damage were equal to ours. If their weapons were comparable to players, it would be a cake walk - they don't employ anywhere near the varied powers players can employ as a group.
About the only thing I do have an issue with is that sometimes enemy animations seem really sped up; pulling off hyper fast transitions to run, duck and fire back.

That one actually does annoy me.  "Oh, it's staggered!  Now I can finish it off!" and then I just get counter-staggered by its shotgun while it's staggered.

Thats his point.  in the FF crap games you have a 100 pound sword thats like 20 feet long and it takes you several swings to kill anything with it.

Actually hunters reload their GPSs all the time.
