I've done them before, I just don't know when they are first offered to you. I like to get as many sidequests as possible during the beginning of the game so that, when I'm travelling from place to place, I can do the sidequests along with the main quests without having to travel back to Orzammar, the forest, Redcliffe, etc. as frequently. So, when do you first get them?
At what time do the Crow quests become available?

Trial of the Crows comes from a young boy giving you the message when you enter Denerim's market *after* the Zevran encounter. You encounter Zev after you complete one of the major plot quests. It should be your first "random" encounter when you leave the quest zone.

Additionally, I believe you have to read the "Grey Warden Notice" in the Denerim Market Area (near the shuttered gate to the Alienage) in order for the boy/messenger to appear.

Talk to Master Ignacio, the guy next to Cesar in the market Square, to show your interest. Later, he'll be gone, and the boy will come find you with a message near the Alienage entrance. Follow the instructions to begin the quests.

You do not need to read the poster to get the quest. You get the message when you try to leave denerim market square for the first time after getting zev (and possibly talking to Ignacio)

You just have to talk to Ignacio, that's all. I don't even think you have to have Zev yet, though you might.

You don't need to see the fake post, you do need it to complete the first trial mind you, but not to instigate the event. All you need to do that is talk to Ignacius and ask if he needs help. You will eventually get the messenger, I'm sure leaving town briefly helps.

Hmmm... maybe its a console/pc thing? Or somehow random? I know on my second playthrough I couldn't get it to spawn until I looked at the Grey Warden Notice, despite saying "Do you need help" to Ignacio and having Zev.

*Shrugs* I use console all I've ever needed to do was just ask him if he needed help. I remember (and was quite irritated at the fact.) That I was doing the first step but had forgotten to look at the poster so despite having the quest to kill them, I had no idea what the password was and was consequently denied access. To console myself I abused those poor, poor nugs...sigh.
