The multiplayer is still canon (at least, as close as it can be without ruining the MP). That's why we don't have geth vanguards and collector teammates and 10 foot spartans. As far as we can see, the vorcha cannot use biotics and as far as we can see, they are unintelligent. I'm still counting on intelligence being important when it comes to being a tech class.
There's no use arguing it though. Even if it doesn't make sense, I'm sure at some point bioware will squeeze it out to keep us interested for a few more minutes.

Vorcha could use ME2-style health bar and regenerate all health ... at the cost of having lower base health.

But no-ones asking for Vorcha biotics, and they must be relatively intelligent. In ME3 one of them double-crosses the leader of the Blood pack to take command.

Vorcha are agressive by nature and benefit from it biologically. Provided they get time to regenerate tissue damage they can become quite impressive, and intelligent. "I may be ambitious, but I'm not crazy." What gets lost in translation with Vorcha is that an introductory beating is not universal greeting... save Krogan.
