I don't know if this has been considered, and I highly doubt it could realistically be patched in to an existing game even if it was worth the time, but it is something that I think would be valuable to players in future multiplayer games.
There is a distinct difference in preference, play style, and enjoyment between players who want to use voice chat and those who don't. I imagine many players don't like being expected to play the other way. Since, technically, it's clear that the game can detect whether or not you have a headset plugged in (at least on the 360), I think many players would appreciate the option to intentionally play with players who have headsets. Whether the other option should be "no headset" or "either" is a different question; maybe offer all three options.
Why I feel this would improve the gameplay experience:
1) First and foremost, voice chat allows for strategic communication that is valuable and fun for many players. Presumably, players who have headsets are more likely to want to participate in this facet of the game; match them up. Most players probably have experienced voice chat most often in one of two ways: jumping in with a pre-made group who are all talking to each other, or where there's one person who's talking at the rest of the team. Neither one of these is neccessarily the best situation. Voice filtering allows for the development of teamwork and social play.
2) Kicking. I can't tell you how many games I've seen people who are using headsets systemically kicking people until they find another player with a mic. This slows down matchmaking and leads to players being kicked for a reason they may not understand or agree with (which can be disheartening). If nothing else, mic enabled kicks would encourage more communication as to WHY players are being kicked, which, from the forums, it sounds like a lot of players want.
3) It's not all about the players who do have mics—I think everyone would admit that an unfortunate number of players are pretty offensive, obonoxious, or annoying. Yes, you can mute them. No, that's not a convenient thing to be doing during a wave/game (and, at least on the Xbox, there's no indicator of who's speaking during the game so it's not easy to figure out). I imagine a lot of silent players would prefer to simply have their quiet games.
4) Sure, there's no requirement that a plugged in mic means you're actually communicating. You can circumvent it. But why would you? The only reason I can think of why you would actively seek out a pool of mic-using players, if you weren't going to use yours, is if you intended to listen to your team. And frankly, that's more than half the battle! There will always be ways to abuse a system, but that's no reason to devalue the system itself.
I'm sure there are reasons I'm not thinking of now. I'd love to hear players who don't prefer voice chat weighing in, because I do, and I'm clearly biased. Or why I'm massively wrong. Either way.
I just think more matchmaking options are a good thing.
