Sony has a requirement that things of this nature being run on their platform must provide their players with more rewards or greater content than what is offered on X-Box.
The idea is that this provides players with more incentive to purchase a PlayStation, as more games will offer better content to Sony customers, driving sales.
Bioware doesn't want to provide Sony players with more than PC or X-Box players are getting for doing the same thing, which is understandable. Sony does not want to budge on the issue because it will weaken their bargaining position on exclusiveness.
I can't see Bioware saying "OK, Sony, our commendation packs for Sony events will contain three N7-series weapons for your players! PC and X-Box players will continue getting one!"
I also can't see Sony wavering.
It is, alas, what it is.

If we only get a chance to get a commendation pack every 4 weeks, that will be pretty irritating.

also i'm not sure if the Banshees HAVE to be Ardat-yakshi, the Asari in the hospital talks about her friend, an Asari commando being turned into a Banshee, but then she also states that she wanted to have sex with her friend but her friend refused.
Either Banshees can be made from any Asari, perhaps Ardat-yakshi make better Banshees though.
or hospital girls crush was an Ardat-Yakshi in disguise.
i'd think the Asari government would be kinda onto that though.

I can't say I'm a big fan of the whole random pack as it is....getting N7 only from commendation is irritating

Articles about Sony's position on exclusive content are not overly difficult to find. I knew about it even before ME3 was released, though I did not anticipate what has occurred.
