I don't know if this is a general bug, but I was unable to unlock the Batarian in the new Resergence Pack, even though he was part of my free pack that I received as a part of the DLC.

The situation seems to be this:
My vanguards were at lvl 20 previous to downloading the pack,
I unlocked him as part of the free pack,
and then when I went to see if he was a part of my unlocks, he wasn't.

I've since tried promoting my Vanguards, but that still hasn't fixed the issue.

Please assist if possible.

Are you talking about the Krogan vanguard? There's only a Batarian Soldier and Sentinel. You might want to send a tweet to @masseffect about this issue.
