I think it goes beyond simple loyalty. Ash needs to see that he is still the same guy she knew before the Normandy's destruction. She says this herself, I believe.
Yeah, she says, on Mars, right after she finds that transmitter in Centurion’s head and starts her “same guy I used to love”. I snorted there a bit, really. That’s for romanced Ash, haven’t tried non-romanced (too lazy to use gibbed, really).

Those things you have pointed out, Rudy, affirm Shepard's character to her - he has not changed (unless you as a player have decided to change Shepard).
I have strong opinion that Shepard changed. Not because he was dead or bear some “upgrades” – she saw him after that, but due events of post-Horizon ME2. No matter how battle-hardened he is, such knowledge and first-hand experience should change him. There is certain amount of “speculations” on whether some degree of his changes happened in no small part due to ME2 Horizon events.

No, it’s not. Your points are good, but I don’t like lack of consistency (wave Leliana) in Ashley’s actions. If she is so “Alliance first” person, she should remember who reinstated Shepard. I already described her way of actions on that. Oh, wait, she is Spectre now, “you’se nice maybe, but still nobody”. Cespenar FTW.
So, following Alliance CoC is not for her. But what about “Old Guard”? She served with Garrus, Tali, Liara, Joker (to some extent Chakwas and Adams) before. All of them seem to be fine with “new” Shepard. Adams even flagellates himself for not joining Shepard to take down Collectors.
Not let’s “dissect” that “Old Guard”:
- Ash probably never had chance to talk to Adams between SR-1 blown apart and her post-coup return, so Adams could be withdrawn from this equation.
- To some extent Tali could be withdrawn too – she appears only after coup and there is no chance to bring her to Horizon back in ME2.
- Chakwas can be excluded from the list as well – even if she was at hospital, there is a chance no one ever told Ash about Chakwas’ visit.
- Garrus is obtained after Ash’s injury, there is no evidence he visited her in Hospital, but at least he had chance to be present on Horizon back in ME2 (and was, in my case), and he could be present during coup (and kill Ashley).
- Liara seems to be fine with Shepard back on Mars. Of course Liara is unreliable – she is (OMFG!) “Shadow Broker”! And she compete with Ash for Shepard (there is probability if this event). More than that, Liara is just obsessed with Shepard, she will do anything he asks!
- Joker. Oh, that simple, he feels guilty – he is collaterally responsible for Shepard’s death in ME2, so he will do anything to “atone” his fault.
- What about possible newcomers? Javik is out of question. Vega is just dumb, or (OMFG part deux!) he could be with Cerberus and that scene prior Mars could be staged! They all changed by Cerberus! You cannot trust anyone, they all could be changed by Cerberus, you saw it yourself on Mars! The horror, the horror.

Okay, “trust no one” mode, a.k.a. “anemones everywhere”.
Why she trust Udina? Very same Udina, who always threw send in Shepard’s wheels, very same you himself hated back in ME1, Ash. Of course, he promoted her to Spectre.
What about Asari councilor, who voiced her doubts about mistrusting Shepard before and how it did no good. Oh, how could I forgot – she is Asari, alien, no one can be trusted. Even councilor – what if Cerberus hooked her up somehow, since Cerberus somehow managed to recruit a lot of aliens to work with Shepard.
But let’s get a while back, in hospital. So, anemones everywhere, but! Should traitorous Shepard pay Ash visit three times, buy book and say something nice anemones only somewhere, he can be trusted, he no longer with Cerberus. Should I be pro-Cerberus deeply covert Shepard, it would be my first step – to re-earn trust of old allies, ostentatiously cutting ties with “former frenemy”. For global politics killing hundred or so of regular troops is nothing. There is no morality in politics, there is only expediency. But three visits and book will prove he is good guy, right?
Doctor Michel present in all games (I suppose), couldn’t be trusted too – she just happy Shepard and Garrus (plus Kaidan and Ash) saved her back in ME1, so she is just unreliable. Wait, what?
*Sniff* Okay, I admit, working in poorly ventilated area, filled with residue of freshly lacquered floor isn’t healthy. Smilies population was kept minimal on purpose.
