Some people will probably troll or flame me for this, but I think that your Citadel Security assets will have some form of impact in the EC.
In the content we currently have though, they accomplish nothing.

Improving Citadel defence would use up resources, not free them. People, training, supplies, equipment, etc.

I remember part of my war assets involved defending the Citadel. I imagined this as keeping the Citadel safe and having C-Sec and the citizens able to defend the base should the Reapers come for it. So there was no point in that? Starbrat and his toys took it over in seconds and left the bodies for harvesting?
I find it sad that the Citadel survived the Geth, Cerberus and then falls to Starbrat without a chance. Even if people did live, Shepard certainly didn't help with that did he/she?
