If you save right before you get the last photo, get the last photo, then reload the save before you turn it in, the game will prevent you from taking the picture, and you won't be able to turn in the mission because the game says you haven't taken enough pictures yet.

Anyone else had this problem and found how to fix it without restarting the game? I'm on my insane playthrough so you can guess I don't desire to redo the whole thing to this point.
