I tried to download the toolset today, but the site has a bug that prevents me from accessing the "download" tab. It's stuck on the "features" tab. Does anyone know anywhere else that I can get the toolset installer file?

I'm going to guess that you're either using IE8 or Safari. This is a known issue. If you use Firefox, or Opera, or Google Chrome you will be able to get at the downloads page.
