BioWare might have actually cared to create alternate content and conversation that played differently if he was romanced if anyonce actually cared about him.....nobody liked Jacob, in all the polls the only character he managed to beat in terms of popularity was Morinth so yeah....that's basically it. At one point if I remember correctly BioWare was even thinking about leaving him out of ME3 completely.

Unpopularity really doesn't excuse laziness.
But looking at the Mass Effect 2 romances it seems Bioware doesn't really care about that section of the fanbase. At least if you play femshep, since all of them but Garrus don't even count.

Well it does kind of fall into the zone of "why create content that most are not going to experience or see anyway as opposed to doing something most would care about and having better game quality".....I am having a hard time trying to come up with reasons to justify BioWare spending time and money on this when nobody like him anyway.

I guess that ending was something not many people were going to experiance either, huh?
I know about resources, and what they need to focus on. But they still could have handled Jacob, and the Mass Effect 2 characters much better than they did.
