Well someone gave me Mass Effect 3 surprising after I explained I was taking my time with Mass Effect 2 because of payments I needed to cover. Its funny how I stay stayed up for basically two whole days to finish the game (now just have to do the DLC's, Overlord was scary and sad!)  but I hear that the off duty hoodie outfit was for the Digital Deluxe edition. So I was wondering if in the future if anyone knew if Bioware would release that as a small DLC for the people with the regular edtion? I know this is a totally silly question and everything.....but nothing wrong with a fashion taste I hope...

I doubt it. The hoodie along with the robo-dog was only exclusives for the DD or Collector's Edition, just like the Collector armour was for the ME2 CE. As far as I'm aware they never released a DLC for that for those with the regular edition.

Everything in the special edition is useless. The jacket is probably the only decent thing.

The Jacket is the only cool thing but it makes no sense in the realm of the story. An Alliance Officer in the middle of a war in an Alliance Frigate is walking around the ship and the Citidel in a Hoody, or Jacket. Makes no sense.

Are you playing on the PC? If so, I think it's possible to unlock it through modding, most of the CE stuff is in the game but locked. I'm not sure if the info on how to unlock the CE stuff is still in the thread, as some people complained about it.
