Back in the day when people put penalties in for "quitting" an online game (ESC -> menu -> quit game) people started just yanking their physical connections (either modem jack or eithernet to router, yes I am old enough to have gamed over a dail-up modem) and faking disconnects. Thus I'd you want to punish such "leaving" behavior you also have to punish discontents, and as this is a rather hideous Peer to Peer game with an overwatch (EA) server mixed in legitimate non-user generated disconnects are common.
I can't bloody well keep my game from being PuGed into some hosting in Russia, China, or South Korea and having an unstable crossglobal connection where any one intermediary connection points could hiccup for a second and dump me out of the game.
If I play with friends who I know have a stable connection then I'm unlinkely to just "drop" in the first place.

The team and dropper already get punished. First the team is down a player and if it was the host all the work on the current wave goes poof. The leaver looses all their credits gained.

I've quit because of lag or a lot of in game glitches.
I've quit because the other 3 just didn't understand the objectives; they just wanted to run around killing.
Everyone quit on two occasions when the last enemy couldn't be killed; no other option really.
I've also noticed recently several instances, that I've been killed by invisible enemies just after I've used medi-gel. And medi-gel is quite rare for me to get, so I'm not going to waste more of it only to die trying to find something I can't see. On one occasion, an invisible wiped out the entire team. Possibly they've been driven under the map where I can't see them. Why bother trying to track a glitch?

Where did I say that accidental losses of connection would be punished? Nowhere. I, in fact, suggested that it should NOT affect those who suffered a sudden disconnect, or those who voluntarily left while under high ping or whatever. Ho-ly, ****.

If they fixed the three above, I wouldn't mind if I lost all experience and credits if I quit. As it stands, people should get to keep their credits/exp after every round.

There's probably a way to determine if a player was experiencing significant lag during the time they quit. If it exceeds a certain level, two-hundred ping, I don't know, then it forgives them.

Leaving early causes the equipment to not be lost. So no, no penalty for leaving unless other various problems are fixed first.

So in your system, all i have to do is start a download in the background so my ping goes up and i can quit?

Primarily, it's a stronger deterrent for ditching your team than what is currently in place. As others have pointed out, if you leave a game, you simply miss out on the Experience and Credits you would have gotten if you stayed to the end, be it victory or defeat.
