Do all the enemies scale up when you use a tome? If so do they still scale up if you use a tome on a party member?
I'd like to use every mage tome I can find on Morrigan , but not nessicarily if its at the cost of having enemies being like 5 levels higher

No, a tome is a bonus to you, only their level scales. Not their stats.

I mean if I'm lvl 14 and Morrigan uses 3 tomes that turns enemies to lvl 17?

There is no tome that make you level up.

Tomes are as following
Physical - gives you one talent for weapons/class/specialization but does not increase overall level whatsoever.
Magical - Same as physical only for spells rather than talent
Skill and Sundry gives one attribute and one skill but no level or experience at all.
Mortal Vessel - gives one attribute point but no level or experience at all.
(I forget the name but...) You recieve a book if you choose to have the desire demon give you power for letting her keep the contract with connor, this is the same as Magical/Physical.
