If I have a Mass Effect 1 sentinel who uses an assault rifle because of it being unlocked through achievements and then take that sentinel to Mass Effect 2 will they still have that ability?

there are some benefits from having certain achievements in your imported save file but I'm pretty certain that it's not that direct.
Add to that, the weapon usage system in ME2 is different from ME1 (and ME3)
I'm pretty certain the answer is "no", however, you should be able to gain that ability during the game

No is the answer. But yeah i think you can get one throughout the game
