Cerberus Ciphers issue, possible PlotID to fix

I originally posted this in the main campaign section of the forum but as that section moves faster than any forum rightfully should, and because I was advised by the one person who responded to the thread it I may as well post it here as well, here goes:

I'm just completing my second runthrough of the game and now that this
has happened again, I decided to reach out for help. In both of my runs,
I picked up the Cerberus Ciphers side mission. In neither run was
I able to turn them in and complete the mission even though I have the
Ciphers.

I own the Prima guide and it says the mission comes from
the C-Sec officer near Udina's office, and if I remember correctly,
that is where I got it (sorry,
it's been played too many times, hard to remember minor details).
However, neither time was I able to turn this in. The C-Sec officer is
not able to be interacted with (I tried all other Citadel NPCs as well).
This includes docking with the Citadel and trying to turn it in after
every mission once I've acquired the item and both acquiring the item
from the mission and purposely skipping it to get it from the Spectre
office to see if that changed anything.

The bottom line is that
it is not working for me. I can't imagine it being a corrupted install
as it's one very small part of the game and if even if it were, my
CD-drives aren't functioning right now and I'm not about to re-download
the entire game again just for a single minor side quest, perfectionist
though I am. I did, however, try the repair tool to no avail.

I'd
like to know if anyone else has this problem and see if I can get a
"PlotID bool values to use with Gibbed save editor" (have never used
this, the quote is ripped from the guide to save Miranda thread). I
apologize if this is against the forum rules but because the Miranda
thread is many pages long and rather old (for ME3 at least), I didn't
think it was a big deal. If the mods see this and determine it to be
against the rules, please only delete this last section, not the entire
post as I'd like to see if anyone else is having the problem (my forum
search came back with no results) and possible fixes.

: Through a search I finally found another thead where a few people had the same problem. I saw no works-all-the-time fix in that thread and have tried the few suggestions, none of which worked. The difference in my thread is that, when all else fails, I'm asking for a PlotID to fix this issue. I'm going for the highest possible EMS and am being a perfectionist here so this is bothering me to no end (as minor as it may be).

Try turning it in after the Sanctuary mission.

I'll try again but as I said in the OP, I've tried turning them in after every mission, no matter how minor that mission was (not saying Horizon was a minor mission).

Some mission items I had to buy from the Spectre Terminal on the Citadel (next to Udina's office). I would check there. There was a mision involving a treatment for chemical burns. Turns out I had to get the item from the Spectre Terminal. Once I bought it, I returned to the guy and turned in the mission.

I tried both getting the item during the Communication Hub mission and using the Terminal. Also, as I said, I tried turning it in after every mission, no matter how minor.

None of these tries (even though I had the item) made the NPC available.

I wish I could remember in detail what I did before I was finally able to interact with the NPC, I'd have to play through again to be sure. Only thing I know for certain is I bought the ciphers off the terminal every time and could not turn them in until the very end.

Go to where you need to drop them off, quick save, then load that quick save. I had that very same problem, and when I loaded the quicksave I was able to interact with the officer.
