Fox is probably not all over this because they'll either have to show it or people will go and look for it. As we all know, sex is evil, and so is thinking about sex and looking at ladyparts.

Worse: the artist likely had a picture reference!!!!  

Maybe it was one of those passive aggressive joke things.  I didn't even notice it on my playthrough.  Would probably be easy to have snuck it through quality review.
