Sure, anyone can use a 5 to 7 foot length of wood as a weapon. But the magical property in a mage's staff, can only be utilized with someone born with the innate ability to use magic. A rogue or warrior will not be able to shoot elemental energy from a staff. But they can certainly beat people on the head with it. Unless for some reason, no other weapon is available to pick up, there is little reason for a non-mage to use a magical staff.
Idea to have all classes able to wield any weapon (Or most weapons)
