I've been trying to avoid most spoilers, but I am curious about this.
I am leaving Howe's estate when I am surrounded by guards. I had a save right before then, and as I often do, I try most if not all options to see what happens, reloading the save for each major plot point.
If I surrender, I go to Fort Drakon. I'm trying to get the achievement for stepping foot in every area. And surely there are some items to grab in Fort Drakon.
However, I did succesfully defeat the guards, and don't need to surrender. If I continue with this save (not surrendering) will I have another opportunity to unlock Fort Drakon?

Yes, you run through it later...though the area is changed a bit and it might not be considered the "same" fort drakon.

That was a hellofa battle!! Kudos for winning! Ft. Drakon is Ft. Drakon. It's all good in the DA:O hood!!!

I'm on normal difficulty on my first playthrough, so I'm not sure if it is a huge achievement winning that battle. It is one of the two toughest I've faced so far (that and the Dragon by Haven) but both battles I won the first time I tried. If I have another playthrough, I'll likely bump up the difficulty.
My MC is a fighter decked out in the Blood Dragon armor and rarely takes much damage. I travel with Allistar, Leilana, and Morrigan. I keep Morrigan back as much as possible and have her concentrate on healing so no one goes down. Leilana and Allistar take the most damage, but if Morrigan can't heal them fast enough, I pause and make them use a poultice.
I also concentrate on taking down one person at a time most of the time, usually taking down the weakest targets first. In that guard battle, instead of going right after the boss, and being flanked by a dozen (or so) guards, I wiped out the guards first, and then it became 4 on 1 with the boss.

You don't have to bump the difficulty, just don't pause!!!

I tried that for a while. Every constantly grouped together, Morrigan would blast Allistar, Leilana and I with Cone of Cold and freeze all of us. We'd get hit, and then Morrigan would freeze us again. She rarely healed up, and no one had the sense to use a poultice on their own.
Even when I set tactics, the AI doesn't seem all that great.
That being said, I want to say thank you for the rapid replies. I'll likely keep the save before the battle just in case, but hope that when I get to Fort Drakon in the future, it counts for the achievement of stepping in each area once.
