For one I thought he looked ridiculous, also, he acts completely retarded when he for instance does his "pose" on top of Shepards sky-car, the only thing more retarded is the fact that Shepard fails to slam the brakes. Kai Leng looks out of place, and considering he's not much harder to take down than ordinary Phantoms, well, he's like a noob.
He also lacks any sort of depth, and the fact that he sucks in-game unless he stars in a cut scene destroys the build-up Anderson is providing by telling his story about fighting Kai. The only positive thing about Kai Leng is his comment on Thessia: "Cerberus thanks you for your hard work".
One more positive! Renegade interrupt the f*ck out of him and destroying his sword before stabbing him. That's like totally bad ass.

I'm not sure exactly what he was supposed to be doing during the fights against him.
The first one he dances about then you bring his shields down a bit then he goes and recharges and you take cover then he dances some more and you damage his shields and this continues a few times.
The second fight against him you press F repeatidly I think it was, then he makes you some cover positions (thanks for that) then you have to fight Cerberus troops, then he does some more dancing and you damage his shields, then he makes you some more cover postions and more Cerberus troops arrive and so on until finally during his dancing you can destroy his shields and then kill with Incinerate and something else (whatever you choose bullets or powers).
LOL, All he basically does is dance and recharge. So much so I thought the first meeting was bugged.

Which is a complete turn around from "Retribution" where it was established that Leng believed in the cause of Cerberus; that is, the protection of humanity; along with the "End justify the means" mentality while, at the same time, being quite aware that TIM would have no reservations in ordering his execution if he displeases him in any way.Ice Cold J wrote...

If someone can tell me what's the goal and motivations of Kai leng in M3,I would be happy.
His "apparent" goal: To serve Cerebus and TIM.
His REAL goal: To prove he's better than Shepard, which isn't gonna happen. It's like when Clyde Drexler tried to outplay Michael Jordan back in the 90's.
This. Retribution makes you think that when Leng does cross paths with Shep, he's going to be a Faith or a Spike to Shepard's Buffy. Instead, we get a Bond henchman type character, which is fine, but the Bond movies never gave you the impression that the henchman was more of a nemesis for Bond than the main villain was.
Retribution gave no indication on how he feels about Shepard. One mission where he actually set an intelligent trap for Shepard and co could've helped things immensly. That said, Shepard was long overdue for a dose of humble pie, if you want to live in a "no man can beat the hero" dreamworld, then that means at least part of you is an egocentric jackass.

Both fights were epic.
Kai Leng = General Grevious

Compare Kai Leng to Vasir, or Shadow Broker.

Vasir was a lightweight. Five minutes after becoming your enemy, she was dusted. If you combine ME: Redemption and ME2 together, then SB is kindof a villain you can latch on to, but they could have (and SHOULD have) had Tazzik appear in ME2 in a Calo Nord capacity.

I kind of get the feeling that the writers fell victim to a bit of lore blindness; You know; when, since they know all the backstory, they become unable to see how their presentation of something is seriously lacking, because it can't stand on its own, without peripheral context.
This is not the first time this happens in the trilogy.
Whatever Kai Leng may have been in the books; in ME3 he was Darth Maul, to me: "Eh, some named, but none the less faceless, middle management mook... Your supposed personal foil, but so underdeveloped he might as well be any random enemy. Ok, meh..."
I was never given real reason to "hate" the character (and the game even points out how Shepard has no other history with him) -- rather, when I read that email he sent you, I kind of pitied the pathetic fool -- he just came across as juvenile, to put it as politely as possible.
...which made it all the more odd when cutscenes kept forcing Shepard and friends into the doldrums for "loosing" to Whathisname (to the point that such pointless wallowing is allowed to overshadow the true atrocities that went on around it) -- As I recall; the times that you had control of Shepard, the guy was so thoroughly schooled, that I can't recall hearing any of his supposed battle taunts.
Between that, we had the usual cutscene PC ineptitude and bringing down of architecture, which I don't feel in the least responsible for, nor should Shepard -- only the writers.

I saw many (not all) japanese love main characters in anime or video game charging in close combat with blade weapon such as Big sword or smal with overwhelming force of spirit or willpower and some of them often shout first before reach the enemy.
But the Way Bioware making them exist is not really the foolish way.
You can see the prove of phantom being one of the most annoying enemy in MP, having a power absorbs, handblast and cloacking device to replenish her biotic and health self.
If Reapers technology as the medium, everything is possible in ME Universe. Let's just say phantom is the Shock troopers of cerberus.
last time i saw, Japanese Modern Samurai really can cut smallest bullet in two, i saw the video show but i forgot the name.
Even Kai Leng has Sword beam ability right? feels like anime already (In Hybrid ways).
And with the Reaper enhancement technology and his Ethnic Chinese, it's obvious he prefers kill with close combat rather than gun much more like traditional Ninja Also Ninja originally from chinese and in Chinese, Ninja itself called Assassins so i have no reason to deny it.
he also have Shield Sphere itself in hand as shield.
for short He is already Chinese plus he is Assassins, rather than use sniper rifle as the modern assassins do, why the heck not try out the Reaper technology at full potential by using close combat.
yeah it foolish, but more silent and without a trace. heck even until we finished the game, we still don't know the hand blast weapon official name right.???
I hope in future Bioware can Make this OP hand blast weapon as SP DLC i even wanna to try this out.
Also shepard Shouting in every melee sequences feels like anime already LOL.

I hate it how people associated Ninja with China when Ninjas developed concurrentingly with the Samurai within Japan.
The only thing that is Chinese related with the Ninja and the Samurai is Gyokko Ryu. Gyokko Ryu is a Japanese school that is based on Chinese martial arts princples.
Sidenote: All cultures has their own verison of the assassin regardless of relations.

Any enemy who can BEAT YOU by standing in place, sticking his arse into the air, and then taking 15 or so anti-materiel rounds to the face, ruins immersion.
How can the mighty commander shephard lose to the same tactic employed by boulders, amorphous blobs and the ground itself? If you lose by shooting your enemy... How the crap can you win a war?
Boss fights that actually comprised of fights rather than shephard shooting X amount of shots and then triggering the "YOU LOSE BY MAGIC! TAUNTING E-MAIL INCOMING!" cutscene would be nice.

It's rather a pity, then, that the Japanese Actual Historical Samurai didn't figure out that trick. You know, before they dismantled the Shogunate and basically outlawed the entire samurai caste.

I can't say I hated Kai Leng, so much as I thought he was silly. Who fights with a sword when the enemy all has guns? The way he was handled in-game (Thessia fight especially) didn't help.

No, I have not read any books. Till ME3 I had no idea that to play and understand a game, I have to read anything. And it is not just this, it is also the fact, that you fight him TWICE without a possibility to win. And why the hell does Shepard go out of the car to shoot him instead of turning the car around and lettiing him fall? So it is not just Kai Leng, but also the idiotic narrative that comes with him.
