There's no requirement at all to have internet to play the game (unless you're on a digital service that needs this, such as Steam), nor is internet connection needed to play DLC (after you've downloaded it and authorized it the first time).
If it isn't working that way for you then that is a bug, and not by design.

Sometimes I find that loading my saved game for the first time in a session is blocked because the game thinks some of the DLC is unauthorised. The game tells me to log in, even though I am logged in.
The in-game workaround is to log out, log in again and load the saved game.
My CD key is registered correctly (both online and in the registry.
I'm one of the people who has the "online profile won't update" problem - I've tried all suggested workarounds without success, so perhaps this is related.
I dare say this DLC issue has been reported before, but I don't see a sticky for it.
