I am running windows 7 32 bit with 4 gigs of ram, AMD Phenom II 550 Processor 3.10 GHz, ATI Radeon 5770 Video card and i have to play mass effect 1 with a low resolution, low texture detail, and all settings in a general low capacity and the game still has really bad fps spikes and a general low fps problem. Is this just common place or am i doing something wrong? i am using the mass effect off steam, running it in v-sync enabled, as administrator and i honestly just don't know what to do now. i am decently knowledgeable about computors but not anywhere close to an expert.
Mass Effect 1 fps problems with more then capable pc.

You haven't provided anything close to an adequate level of information to make any diagnostic attempts from. Read the "How to Report" topic on top and it tells you what is needed.

Try V-Sync off. That in itself might solve it, but also don't use windowed mode. I keep Catalyst Control Center set to use application settings wherever possible. This is also a pretty good resource
