I looked into it before posting this, there's no clear explanation as to why I'm not seeing the paragon or interrupt options after I tell Legion to upload the code (it's not even greyed out, it's just not there).
I'm a xbox360 user
I used a renegade option to clear tali's name in ME2
I didnt have enough renegade in ME2 to stop the legion tali fight, so I sided with Tali and apologized to legion after to regain his loyalty.
I rewrote the Geth.
Saved the admiral in ME3,
Did the fighter base,
Sided with Ran in the support part on the Normandy.
Only thing I can think of is that maybe it's because I did the missions out of order.
Priority Rannoch, no para / rene option.

So assuming Tali is non-exiled and Loyal, as is Legion, you should have had nearly enough. Destroying the Heritics is actualy more beneficial to the Treaty, but can still be brokered by re-writing them. I think it was the part where you chose a side when the two argued in ME2. Using a persuade to break up the argument in ME2 is better then siding with one.
