Vanguards do not need to rely on weapons so weapons bonus and ammo power is irrelevant. Shooting my Schimitar X and reloading is a waste of time and only leaves me taking more fire. The only vanguard that needs a good weapon are the Drell and Asari.
The cyclonic modulator doesnt mean much when i have 1600/1600 anyway, it is double of anything you have may not mean much on gold but i sure can eat more bullets and take some pyro fire and I cant get stunned with my Barrier active and one charge replenishes the 1600 barriers. You should see what happens when an Asari Justicar makes a radius/warp bubble at the choke points on Firebase White with geth.
Asari Justicar+Krogan Vanguard=Death to geth

Since you've going to be Nova-ing anyway, it doesn't give you extra survivability either.
Power Efficiency III can be quite the power, though. Power Amplifier III is amazing if you're a very good vanguard, as well. The new Shield Cell mod is good if you're a full-nova/25% recharge vanguard as well, since you can rev up your Novas to the point where the cooldown for Biotic Charge is near that of "throw".
On the OP's statement, it's stupid and full of holes, so I won't bother filling any.

It's not that there's anything wrong with the class, it's just that it seems to be a magnet for bad players, and the nature of the class just magnifies their awfulness many times over.
Like the vanguard who likes to stay behind cover until the rest of the team has weakened the wave a little, then proceeds to charge around finishing everybody else's kills for them, as well as blocking their line of fire at every opportunity.

Against a large cluster of enemies thy can only sit back and take pot-shots while the rest of the teams deals with them. When the enemies are weakened the Vanguard swoops in and mops up the stragglers.
Early in the round they are useless and later in the round they are superfluous.

Agreed, it can be easy to get caught up in the point spread when you first start moving into Silvers, but hopefully one gets that out of their system and remembers it is about team play. When I first got my Salarian Engineer I went through that - I could easily make first or second on most any match if I played for points, but it wasn't nearly as satisfying as working with the team and after a few days I remembered why I was playing; for fun.
That said, playing a Vanguard can be very difficult; I've tried it and loved running around smashing into things ... but it was frantic, sometimes nail biting and often confusing as I looked for a target for my next charge. (I was playing a Drell ... because, I like Drell. But their strength as Vanguards seems to be their speed, as their barriers are terrible ... but I recharged so fast I could leap from enemy to enemy with ease ... and I had to in order to keep recharging those paper thin defenses.)
Honestly, I rarely have problems with Vanguard in matches I play ... I let them do their thing, hope it works out and if I'm close enough to get to them when they need rezzing I do it without complaint. I'm assuming they're having a good time - I enjoy watching them zip around the field - works out for everyone.

Edit, come to think of it, I'm pretty sure people who can't appriciate a good vanguard are those people who farm FBW/GETH and considers themselves good players.

I can't speak for Gold, but I have to strongly disagree about Silver; I have seen some damned fine Vanguards in my Silver matches ... seen them pull our arses out of the fire more than once. I nearly managed to two man a Silver with a Kroguard companion and did two man a Bronze with one.
Any class can be a winner, or loser, depending on how it's played.

Of course, this also requires the team to support them with cover fire / powers (e.g., priming biotic explosions) and the occasional revival.
Last night, for example, I had a decent synergy going as an Asari adept supporting a novaguard all the way through a gold game on Hyrda vs. Cerberus. Warp / stasis to prime detonations and stasis bubble to prevent phantom OKHOs. This allowed the novaguard to get away with an aggressive, effective playstyle.

I agree that they can be useful if played in a synergetic way.
I wouldn't include a Vanguard on a gold run if I didn't have them on my friend list or otherwise knew them though.
I've had a few bro-ops with an Asari Vanguard and my Drell Adept but those moments are buried in a heap memories of failed games where Vanguards have charged across the map only to be brutally savaged by four Ravagers and two dozen Cannibals. <_<
