I wanted to add a little math.

It takes me about 11 games to get from level 1 to level 20.
That will give me 30 N7 rating if i promote.
1 game takes about 20 minuts.
11 games then takes about 3.7 hrs.
At N7 7652 he must have promoted roughly 255 times.
Thats 255*3.7=944 hrs = 39 days or 58 days if you need 8 hrs sleep.

Considering that the game have been online for 49 days, and that you still need time between games to find groups, its possible but highly unlikely...

I was about to say you forgot to mention random character cards giving xp when contributes to N7 level, but a bunch of people have already.

When the new MP DLC was released I promoted all my characters so I could soak up XP from character cards I already had.  I finally got a Batarian Soldier (the last race and class I had not gotten yet) the other day, he started off at level 12 due to the number of soldier character cards I had gotten before getting him.  I only had to directly make level 13 to 20 on him.

Character cards, I'm about to reach 1k N7 simply by promoting classes I don't play with the endless flow of character cards. I play 4 games a day on average.

7652 N7 score is achievable if you...

A. Play the game a lot
B. Are good.
C. Have hilarious amounts of disposable income to spend on Bioware points.

Even your statement that it's "virtually impossible" (as opposed to actually impossible) is incorrect. It's simply possible, unlikely, but possible.

I still think he's a hacker.

This. I suspect the top guys are good, play with each other and other good players on a regular basis, but still buy a crapload of packs because they've got to maintain their ranking.

Once all your weapons are unlocked, almost every Premium Spectre Pack brings you at least 200k XP. That's a gold match in mere seconds, for $3.00. Somebody out there has the time and money.

You don't even need to spend cash necessarily. Grind all your classes to 20 without buying, promote, then spend all your credits on packs. If you maxed out weapons already this will get you to about level 10-12 easily on every class, enough to straight jump into Gold matches again.
