If you payed attention, they are tattoos that some asari get to help other races differentiate between individuals. Asari tend to look quite a bit alike thanks to all of them being blue and female. So individual Asari go get facial/head tattoos to keep non Asari from getting confused.
pretty sure its in a codex or wiki somewhere. Or was stated by developers at a convention at one point or another.
